    Requirements:  
    • A relevant three-year tertiary qualification
    • Eight (8) or more years of managerial experience, preferably in local government, public participation, or related fields
    • Strong knowledge of legislative frameworks, policy development, and public participation processes.

    Key performance areas:
    • Lead the preparation, implementation, and review of the City’s Public Participation Policy
    • Provide strategic advisory services on trends, legislation, and best practices in public participation
    • Oversee the development and management of sub councils and ward participatory mechanisms
    • Ensure compliance with relevant legislation (MFMA, Access to Information Act)
    • Guide and direct the preparation of capital and operating estimates and control expenditure against approved budget allocation
    • Direct, manage, and optimise human resources within the Public Participation Unit
    • Implement strategic programmes that promote meaningful engagement between the City and its communities
    • Ensure the co-ordination, development and implementation of cross cutting Special Projects in accordance to organisational objectives and IDP
    • Develop systems, processes, and quality management frameworks for effective service delivery
    • Develop and maintain a Strategic Risk Management Framework for the City's public participation process.
